why can't i slide my fork tubes up 2" and mount clip ons on top instead of between the triple clamps? is there a specific reason?

You can. I don't think it would look good personally. There's a little retainer clip near te top of the forks. Lower em remove that clip and you can bring them as high up as you want. People have done that to lower there front end.
