I know the phantom metallic is the color of the 09-10 frame and swingarms. I believe the designer black is the color on the 09-10 XBS rear subframe- kind of a dull gloss black.
my 08 has designer black wheels and they are a semi-gloss black, not full shinny, but not completely matte. I think phantom are more on the glossy side and i believe they have a red stripe on the lip too.
I might be wrong though....
