Wiring harness shrink wrap tape?

The factory had a 3" or so black plastic shrink wrap tape around the harness. no adhesive. just stretchy and sticks to itself.

anyone know where to get this or something to use?

could have been silicon tape like this:

I use the stuff all the time on my bike, works great.
