ECM help

I went to HD to buy an EBR ECM and they told me they come blank and have to be programmed so is there a point to buying one I might as well just program my the bike witha tuner for free ?

You have to get and EBR ecm from erikbuellracing.com not from an hd dealer

So I just found out there's a guy in my town that does motorcycle dyno and tuning he said he would tune and dyno my Buell 2009 xb12cg for 175$ would that be a better rout than buying ECM from ebr
