So I went to go change my oil at 4000 miles and i find out the last guy (my uncle) tightend the oil drain plug to tight...He said i can re tap it with a oversized plug, but Harly said i need to buy a new swingarm... Any suggestion????

retap oversized...
or weld it, drill it, retap it with original size.

Would Heli-Coil work for this if you sealed it in there?

don't know...never used/needed to use it [smirk]
but i would guess that the 2 options i posted earlier would be more reliable [confused]
