03 Blast sputters and dies with 1/4 throttle

So i bought my wife a blast and she rode it a few times this spring and then it sat nearly all summer. I should have known to shut the fuel off but didn't. Now when i try to run it, it will idle fine but anything more than quarter throttle and it will sputter and die. Thinking that it was just a gummed up carb i ran some sea foam through it, but it doesn't seem to have done any good. i flushed the tank and put in fresh gas before the sea foam.
The problem is persisting and i am wondering about this problem. is it common? I removed the TPS and that does not seem to be the problem. There aren't any apparent tears or holes in the boot either. Is it worth me taking the carb apart and cleaning thoroughly? Any help or suggestions would be appreciated guys and gals.
 
To clean the carb on the Blast, here's the steps:
1. Remove carb.
2. Remove top slide
3. Remove fuel bowl
4. Spray everything down with carb cleaner spray (except rubber components)
5. Assemble in reverse order

DO NOT REMOVE THE JETS - just spray them out for now

Doing ANYTHING else almost always results in pieces reassembled incorrectly or not at all. This then leads to "Well the carb is cleaned so that's not the issue," when in fact the missing tiny needle jet is.
