turn it 90' degrees and relocate both bolts

No. Pull the head, if you haven't already, and take it to several local machine shops and get some opinions. I have seen a freehand job with a left hand bit. I've seen a guy build a jig in 15 minutes, bolt the head to it, and throw it under a drill press. I have heard about a guy with a plasma cutter burn one out in minutes. You have a lot of options, don't screw it up worse.

Like Livers said NO !!

with what and how you said your QUESTION I would suggest you do what Livers has suggested to do, or call some motorcycle shops to see if they can get it out with or without pulling out the head !

but if you want to try to get it out yourself again freehand with a regular power hand drill , you need a very hard drill bit , hold it very straight and let the bit turn very slowly with alot of pressure , because if you turn the bit to fast you will just burn it(the bit & the extracter bit) up and not get anywhere fast! and drill out the extracter bit then retry with another extracter bit going very slowly with lots of pressure.
