Why he can't just fix and retitle it? Especially he noticed it is easy to fix issue with the frame, just weld some material to fix the hard stop feature, then bring it to the vehicle inspection office and get a permission to ride this motorcycle? Does the salvage title with total loss show the parts have been totaled or damage disclosure?

Michigan issues "Scrap" titles so it cannot be re-titled as a road worthy vehicle.

Listing says the titles already been branded
 
Ok, can it be inspected and titled as a custom vehicle? All parts work properly, so you can present your motorcycle on inspection as a custom homemade vehicle with EBR parts, once the inspector done with inspection you are good to go. Does this work? If all main parts (engine, frame) and other parts (brakes, lights, gauge) work properly how is that possible that the vehicle can not pass the inspection? You can present this vehicle as repaired vehicle by yourself. How does the "Scrap" title affect on the retitle process if the parts have been fixed and work properly?

Scrap-Titled Vehicles Cannot be Re-Titled

Once a scrap title is issued, the vehicle may be used only for parts or scrap metal. It cannot be titled again except as an assembled vehicle, when it will be issued a unique vehicle identification number.

A scrap-titled vehicle must be first completely dismantled, with all major component parts removed from the frame or unitized body supporting structure, before the frame or unitized body structure may be used as part of an assembled vehicle. To qualify for an assembled vehicle title, a vehicle assembled from scrap vehicle parts must be made up of major component parts from two or more vehicles. An assembled vehicle may not include both the frame (or unitized body supporting structure) and any other major component part from the same scrap-titled vehicle.
 
I see. Can it be retitled if I build new custom frame like on the motorcycle below?
