Are drive pulley washers needed?

Hey all I'm bolting the drive pulley to the rear wheel and got new hardware but didn't get new washers. The bolts are identical except a slightly(very slightly) smaller head, and no washer. I don't see why the washer is necessary. Is it ok to not use washers?
 
I can, it's just that they are ugly/corroded. I could run to ACE and get some SS ones. The bolts are proper grade, but I don't think it'll matter if the washers are SS, right?

Hey do you think SS is ok for axle pinch bolts?
 
picked up some SS washers from ace. better safe than sorry. ill post pics later, got the front wheel on, about to do the rear, and have a **** load of new hardware installed.
 
Sorry I don't. But I got it at ace hardware and IIRC it was 5/16" washers, some form of SS. The bolts I got over the internet.

Another question. My new belt was CRAZY tight. Near impossible to get on(I didn't remove the tensioner). Now that it's on all seems god but in N the rear wheel, off the ground, does not "free wheel". I know it has drag from the trans, but just wanting to be sure this is normal...? It is VERY tight, granted, the suspension is all the was down..
 
Ok that's what I was thinking, but since this is the first time I've taken the belt off I wasn't sure.

I'm not sure I'm crazy about the silver SS washers on the black pulley with black bolts, but it'll at least do for now. At least it looks nice and clean.
