ECM/IC memory

it is my understanding that a new ECM/IC will get written to by the installed IC/ECM upon installation, but what about a used ECM?

if i just plug it in and ride out, will it write to the IC or be written to?
would i have to wipe it and re-flash?
which has dominance over the other?
maybe the ECM has dominance for trouble codes, and the IC for odo?

IC has dom over the ECM when it comes to the odom and vin.

used ic and used ecm will lead to "theft error". the ic will display rpm but no speed and mileage.

Tech @ EBR sez a used ECM will be written to by the IC. the manual sez that a IC can only have teh VIN written to it once.

EBR also sez they only program/re-program EBR ecm's. guess i'll be buying one for 250. just a matter of time

Thats what I figured. I can't get them to email me back. I need to send mine back in to get programed for the CR gear change. I sent duplicate email to all three email addresses today.
