I want to put a new map in my ecm. I Have a K&N air filter, a D&D exhaust. I have ordered the cable for my PC. Is there a good safe baseline to start from? I will read the directions over and over but known values that have worked well for others would help. Right now I get lots of decel popping. I would like to limit this.

The easiest route would be to burn a race map per year/model of your bike. Custom tuning is your best bet but is just that CUSTOM you will need to do log rides and will be able to tune according to your set up and conditions (climate, elevation, etc...)

There is plenty of info on this site to help you. The best way to search is via Google and add buellxb.com in your search. If you want lessons Tuniversity is a site sponsor that is very well respected around here so I assume he does great work and has a vast knowledge of tuning.

The buell race map is a good starting point.

I ran into this guy today, but he wasnt on his buell what a shame, couple more mods then a race map, then some data logging to adjust your tune. Im not the authority on this im lagging on mods myself, i wanna do too much all at once.
