I have an 07 xb12scg, I know the forks are different OD slider wise, are the outers difference as well in, will forks from an 05 xb12r fit?

No. XB fork diameters are 41mm and 43mm. These are the lower leg diameter. The upper leg diameters differ as well where the lower triple tree clamps, but the upper clamp diameter stayed the same. 2003 till 2005 all (r, s, low, SCG, 9, 12) use the 41mm fork diameter. In 2006 till 2010 the fork diameters grew to 43mm on all models except the XB12Scg. They remained the 41mm diameters. If you want standard length fork legs for your 2007, you will need to get 2003-2005 style forks unless you change out the lower fork clamp. All the upper clamp diameters stayed the same.

only asking as a set of 05 xb12r ohlins forks(r&t) are in my buddys garage, and he would trade them to me should I want(he wants a motor I have for an R1)

Yup does so just fine, my low is now standard height and I love it.

But you should also get your hands on a kickstand and rear shock (not just the spring)

I wish I could advise you on cable lengths and brake lines but I dropped my bars well beforehand and I don't know if everything would have reached or not.
 
I took my 9SL to a normal 9s, best thing I've done for the bike so far. Luckily I found someone with an older pair of forks so I didn't have to mess with the lower triple clamp.

As far as cables, I didn't have to change anything either. My bars are slightly lower than stock, but not much. The brake line fit fine. I just had to loosen the 2 clamp bolts that hole it and slide the cable up a little. None of the other cables will be affected at all since the only cable that actually reaches over the distance of the lower fork leg is the brake line.

Actually, according to Buellerpilot's year measurements, you should be able to swap them over with no problem. The 05 xbr forks will still be 41mm, and your forks should be 41mm regardless of the year because it's an SCG. I think the lower clamp area on both forks should be 54mm, but just take a pair of calipers and measure the are around the clamp and it should be pretty easy to check for sure.
 
The ride improved drastically when I went to the normal S forks. I can't even imagine how much better it would be to go from the low suspension to an ohlins suspension.
