Front and Rear Tie Bar Settings

I'm a rook so take it easy on me. I would like to know how to adjust the tie bars on my 03 blast. I have looked through the Service manual and can't find anything referencing any set points. Thank you.

Overall length should be 5 7/8" and they both should match.
