Are you referring to the front pegs? Also known as highway pegs, just there for cruising on the highway. Some find them more comfortable. Since they are for highway cruising comfort, you won't be shifting while using them.

if your referring to the shifter, it a linkage setup that allows the foot controls to be rear set. If you are talking about the front foot peg, it is what AZmidget said above. If your referring to something else, re-phrase your question while you go get me a beer.
