Part #'s needed / Painting advice?

Anybody know the part # for the little coil that holds the clutch cable in place down near the engine? I lost mine and I'm also noticing the clutch cable gets pinched when my bars are turned all the way right. I also notice the same thing happening to the wires on the right. Are these routed incorrectly?

I'm also looking to re-paint my plastics. Previous owner did a pretty thick rattle can white job over the original solid red. I want to go gloss black but I'd like to do it myself and need to remove the gouged up white paint first. I know I've seen a thread here about painting but I can't find the one I was looking for. Any suggestions?
