Rotted insulation on wiring harness!

Just purchased a running 1999 Thunderbolt. I removed the body work for paintwork and noticed the wires that plug into the computer look like wires that are 60 years old. I work on many old cars and this can and is a problem. The insulation looks crinkled and it has exposed wire. I only notice this crinkled look to the insulation on the wires that come out of the plugs that go into the computer. Wiring looks normal on other areas of the bike but this area looks like the wire has been heat affected. Are wiring harneses available for this? I am afraid of touching this area and causing a short. Has any body else seen this?
