So can somebody clear this up for me? I put new bearings in and am curious if the spacer kinda floats as the wheel turns or is it supposed to turn with the wheel ( on the bike with the axle installed)? When I roll the wheel with my thumbs in the bearings the spacer turns and is slightly loose which I am told is normal.

If you can spin the spacer by hand, your bearings aren't seated all the way OR the axle isn't torqued to spec OR the spacer is damaged from a previous installation. DON"T over-torque the axle though, you could crush the inner bearing race.
