Will not idle and revs extremely high

I have a 2001 Buell Blast. It is all stock has been sitting for about a year. After finally getting it to start, it will not idle and when it starts occasionally it wants to rev extremely high. I have tried adjusting idle screw and screw under the plug. carb boot looks good, jets are clear. I am at a loss and do not no were to go from here. Any help would be greatly appreciated.

you have a vacuum/intake leak somewhere, or a stuck needle

Pull air box cover watch throttle blade, does it close all the way, possible sticking cable, or yer boot is bad. I doubt a needle is stuck, idle would be more associated with air entering engine.
