My 2003 XB9 pulls noticeably to the left at slower speeds not sure if this is normal. I bought it used with 12k miles

nope not normal, I would jack up the rear and see if the rear arm is loose or the rear wheel is loose, perhaps bad bearings, maybe even the arm is bent and hard to tell unless under acceleration.

easy check first is your tyres. wear and pressure.
wear and pressure will affect your bike handling.

then yes, start looking deeper to whell bearings and suspension mounts.

has it been crashed? i always recommend that when someone test rides a bike that they let go of the bars and hover their hands above just for safety and check to see that the bike runs true.

hopefully it is just odd wear on your tyres if not it could be a lot more. loose or worn parts or even bent components.

Only bent front suspention would give you a truth pull. If the rear was the issue, then it would wobble or dog track but even dog tracking you can maintain a straight heading. This is besides the tires them selves.
Really the front creates the thrust angle, and the rear wheel tracks that. Ive had my engine mount and subframe come loose, it wasnt much but it sent me into a death wobble dow. The highway twice. Saved it but barely. Having experienced bad stability parts id say check the front end, if it looks straight check your steering head bearings, if good gotta be the tire. If not the tire, then youre the issue.
