XB12R VIN

I'm looking at picking up a bike advertised as an XB12R. Guy sent me the VIN and I looked it up and it's listed as a XB9R. Is this a known issue with the VINs or is something fishy going on?
 
The Vin is usually stamped on the frame. So it could be a 9 frame that was used to replace a wrecked 12 frame. Wrecked frames are usually enough to warrant a salvaged title.

or

He could have swapped out his 9 engine for a 12, but that requires a lot more work. As the 9's have a higher redline than the 12's, gearing, ecms, and no interactive exhaust.

My guess is the first. Just my opinion though.
