On the wifes bike, at night you can see the headlights/dash fade a little, then they slowly grow back to full bright.

Voltage regulator possibly? Any other ideas?

There are issues with the 03's headlight assembly. There was a recall on it. Not sure about the dash though.

the recall was done long ago... it was on most of the firebolt models, not just the 03's.

It's a voltage issue.. just not sure where it's originating from

There's a 4 into 3 connector for the lights under the fairing. The wires are thin and corrode inside the connector. It's hard to see. Some funky things happen as the wire starts breaking down more.

Could be weak battery/too many short rides that don't recharge the battery all the way, too. You could answer that best.

Before anything check the battery screws they may get loose Long enough for a power drain but not long enough for the engine light to come on - screw them on tight

In addition to what others have suggested -

I'm not as familiar with the earlier bikes but I'd check the voltage regulator battery connector (large two pin behind the engine sprocket cover). Unplug it and look for burnt plastic and/or terminals.

When you order a new voltage regulator, it comes with a new connector and terminals to fix the problem.
