Anyone from Oregon?

I'm considering buying a bike located in Oregon, the joker selling it says that the title is clear without lien but that the title is located at the DMV.

My Q is, is this normal operations for you guys up there? Before I drag 2 days r/t I need to know if what this guy's smokin' is any good or not. Thanks.

Title is at the DMV? that doesn't make sense. Only him or the bank should have it.
