is there anyone except the FAGS at HD that will tune Buells? what all would be involved in a 'proper tune'?
 
You could tune it yourself I would say a proper tune would consist of either dyno tuning or using logging software while you ride to adjust the map specifically to your bikes conditions instead of just a one size fits all map
 
Right, backfiring cannot be good on the engine but why the huge air/fuel ratio imbalance? I am new to the V-Twin and had done a ton of exhaust/intake work on rice rockets without major issues. I would always get power commanders and backfiring issues/idle problems would smooth out.

Should I get a race ECM and what kind of can of worms am I opening at that point?
 
It's running a bit rich because of the Jardine. Try running the race map or call American Sport Bike in Carlsbad, CA. They should have a map they can send you.
