I have a 2003 XB9S with 20k miles. I have no idea how many people have owned this bike before me so I don't know what's been replaced. I'm going to need to replace the tires soon and have a few questions:

1) Is it a good idea to replace the wheel bearings while I have the wheels off?

2) If I replace the bearings, should I replace the spacers too?

3) Should I just go ahead and replace the belt too?

4) How would I know if my bike has had the upgraded '04 belt and should I replace sprockets/pulleys/belt as a set?

Is it a good idea to replace the wheel bearings while I have the wheels off?
yes since as you mentioned you do not know the machines' history
If I replace the bearings, should I replace the spacers too?
if they are not reuseable then yes. if they look serviceable and in good shape then no.
Should I just go ahead and replace the belt too?
if it appears to be in good shape....no.
How would I know if my bike has had the upgraded '04 belt and should I replace sprockets/pulleys/belt as a set
upgraded 2003 belt has letter R as suffix...not letter F. 04 and up wider so yes, you would need to replace both pulleys. many board members have gotten well over 30,000 miles from their original 2003 belt.
