It feels like (especially at slower speeds, ex 40 and under) my new XB9r wobbles from side to side.

I don't think its due to the wheel balance. Only thing I could think of is maybe some how the front and rear wheels are not aligned properly?
Any ideas?
 
Wheel bearings, steering head bearings. Your front engine subframe y-bracket thingy has three major points loose bolts there, swing arm bearings a possibility, engine torque/dogbone mount under lower air box mounts to rear heAd.
