Brand New 2003 xb9s (really) having problems

I know - how can a 2003 be brand new you ask. The bike was purchased in 2003 (xb9s) and the person got sick so he left it in storage at a local Calgary Harley store. He finally got around to getting the bike out of storage (you wouldn't believe the storage fees) and gave it too me. The bike has a whole 24kms on it.
So far the stories good, but now for the bad part. The fuel pump doesn't seem to be working. We can start the bike putting fuel straight to the carb. We have checked all the wiring and fuses. Can't find any cock-valves or throttle (we don't have the manual). Is there something I should be doing to prime the pump after sitting all these years (the bike was stored with a dry tank and we put in fresh fuel and oil).
Any thoughts or suggestions would be appreciated. Does anyone know what the warranty period would have been (I know I haven't met the mileage limit:)). Actually I am more than a little dissapointed that the Harley dealership that stored the bike didn't make sure the thing was running before it left their place (especially since the storage fees were almost as much as a new bike).
 
Here is a link to your service manual. It's actually for a 9R, but it has the same engine and frame.

The warranty should only be 2 years. I would contact that dealership and talk really nice to them. They can call Buell and request a temporary warranty extension. The dealership really should have done proper maintenance. If that doesn't work, contact buell directly.
 
- remove & renew every liquid in the bike...from oil to brake fluid.
- renew every filter
- check interior of cylinder for oxidation (best would be to open her up, hone cylinders & renew the rings)
- check & clean fuel lines, when in doubt, replace them
- renew fuel pump
 
Your problem is the fact it has been stored.

After some time gas begins to turn into a jelly like substance and then into a powder. Most likely your injectors are clogged with the bad gas so do as LeFox has instructed and you should be fine.

Also I would recomend to remove the spark plugs and spay a little breakaway spray or some marvel oil to help coat the cylinders before your first run.

Although you can dump a little gas in the bike proper steps need to be taken to make sure the bike last as long as possible.

And don't forget the break in period. Esspecially on a bike that has sat around for such a long time.
