What exactly is in it? From what I understand it's just a place to probe ecm connections without screwing up the connectors or punching holes in insulation. Is that right? I might try to make one if so.
 
Yup, it is an intermediate harness that plugs in between major electrical plugs, like the ECM connectors. The "box" part of it is an enclosure that has labeled pins you can easily probe with a VOM. They are usually only used when there is a really strange electrical issue because they are a pain to drag around and plug in (at least the breakout boxes supplied to H-D dealers by Kent-Moore).
 
Ok. I think I might have a bad head temp sensor and this would make it a lot easier to diagnose.
