I know I fought and fought with mine. I used a rotary saw (roto-zip bit) in a dremel but it kept chattering on me. I eventually gave up on that and bought a jig-saw, then smoothed it out with an exacto and sand paper. What kinda bit did you use in the dremel?
 
the scoops may invite unwanted attention from the po-po.
Since they're wired in separately, simply leave them turned off while in motion.

That's how most cars get away with red and/or blue led's in their headlight housings; as long as they're not on while in motion, and don't strobe even when parked, they're perfectly legal in most states.

Other states that think anyone with wheels and tint is a street racer (cali) don't allow extra lights at all.
