From what I can see on them... no but I could be wrong unless your passenger has really long legs I don't see it happening.

I just got these Nelson Rigg Mini's today. I'm going to test to see if my girlfriend (5'4", 115) can fit. The back of her feet will be up under the bags for sure but might not be a problem.
