Check engine light is on on my '08' Ulysses. When I turn the ignition on I can hear a 'whirling' sound coming from the pseudo gas tank - I took the cover off and there is this black box that makes the sound. Could that be the reason for the 'check engine' or this black box is supposed to be making this sound? Thanks!

black box is an exhaust valve actuator. actually it sometimes (if not always) making a self test (making some sound) before engine starts to secure that the valve in exhaust is closed.

Yeah, that thing pulls the wire to open the exhaust valve at higher rpms.

On my 08' SS, the actuator only opens and closes on startup if I initiate a test/injector clean. You hold full throttle then turn the ignition on. It fires the injectors to clear flooded cylinders and tests a few things like the valve.

So, likely unrelated. The bike probably sees an error code and is running a test on startup to see the condition still exists.

Thanks everyone. Took it to the dealer and it did turn out to be the exhaust actuator. Got it replaced and all is good now.

Before the bike got fixed after I turn the ignition on there would be a loud buzzing sound for a second or so, and then I would hear a quiet (I would have to stick my ear to the pseudo gas tank to hear it) ticking noise coming from the actuator and the 'check engine' light would come on. Now that they replaced the actuator there is no more of this ticking sound from under the pseudo gas tank.

You honestly don't even need the cable attached to the actuator. Its only there to keep the exhaust valve closed to meet EPA restrictions.
