clutch adjust question

In the manual it says when you have made adjustment at clutch on engine then pull clutch lever about 3 times to set,but it seems to me they are telling you to do this before adjusting the cable, it looks to me that if done that way it the lever will be too loose to set the ball and ramp like it needs to be,sorry if I am not clear, it hurts my brain,thanks
