electric fan issues

so ive noticed that while im riding (03 xb9r) my fan is never on. however as soon as i turn my bike off its like a ******* industrial vacuum for about 2 minutes untill it finally goes onto the lower speed for another minute before it shuts off. i would assume this is not normal to only come on after im done riding but i may be wrong. any help would be great.

Mine pretty much does the same thing when its a little hotter out.
