Just bought 2009 XB12R FIREBOLT but when I found out what the code was for the trouble light I found out some one had manually turned the EXHAUST ACTUATOR when I took the UNIT apart and broke off the tab to hold on end of the coil spring off and no way to glue or make a pin. I have a 04 XB12R which I took the Interactive Exhaust Actuator off to try on the 09. The plug had to be turned 180 degrees to connect to the 09 for the wire colors on the 09 from left to right are RED,BLACK,WHITE,BROWN-with Brown strip and the Plug on my 04 is just the opposite. 04 has the lock part of the plug on the top and the 09 has the plug lock on the bottom, Any way to cheat the Actuator till I can find a 09
version of the Interactive Exhaust Actuator? The Code reads 21 AMC Stuck open. When I use my 04 Actuator unit I get AMC Stuck Closed. At least the 04 Actuator will fully do a cycle rotate to open the exhaust valve the back to home on the 09 before throwing trouble engine light on.

IAV wiring harness plug for the working end at the muffler changed to Delphi style somewhere in the 2006 model year range

FC #21 is for IEV system which you already know. Closed/Open same identifier. The ECM is seeing an IEV related value it doesn't like and initiating and storing code #21

Access your ECM via either Spy or Buelltooth....in diagnostics find the box for "Turn Off/Deactivate Muffler Control Valve" and check the box...then check apply. Clear all fault codes....this method will deactivate entire IEV system and no more CEL or historicals

Exhaust Valve is looking pretty sketchy and hard to find. Most have the S0138 1AA or 2AA Lable for reference but the one for the 09 says
S0138 2AAA. Plus the cable mounting arm is metal on the older version and the one on the 09 is a plastic mounting arm to hold the cable in
place.

I did what Barrett said to do for checking the box in the ECM program to unable the IEV to disable it but also used a three inch long 1/4 "copper tubing with a slit cut all the way down one side to install on the Interactive Exhaust Cable to hold the Valve wide open which made the bike sound much better and only gave up a little on low RPM's but once you get to 2,500 RPM's and higher its a hole norther hand full. I'm still looking for the exact Servo module which has a complete 180 reverse plug from my 04 Firebolt which I tried using jumpers to make the one on my 04 work which all I could get was that it would do a normal cycle when the key was turn on the I got the opposite code reading of it saying Open for 21 code instead of closed for the original one on the 09. Took the servo motor apart and a plastic tab that hold on end of the large coil spring had broke off. With the spring as strong as it is it would be hard to make a new end to hold the spring.
