I have a 03 xb9r and im wanting to gut my stock muffler, do I need to tune the ecm or will it be ok like it is?

It will be OK, but it's recommended that you tune it. The best thing to do is after you gut it, use a ECMspy cable and check the AFV with ECMspy. I would tune if it's anything over 105%

Ok, next question, does anyone near central KY have ECMspy and would be willing to help me out?

Remember, before you check the AFV, you need to ride the bike to let it adapt to the new configuration. After putting on the new exhaust ride the bike at a constant speed around 3-4k RPM for a while so it can learn the new setup. I would think with just exhaust mod you should be fine without any re-mapping, but it never hurts to tune to your setup like dave_xb12r said.
