Is this too much power to take from the bike? Does any one have any experience with these? I'm not very electronically inclined and just want to make sure they aren't going to hurt the bike or give me any problems down the road. It's a 2009 Ulysses XB12XT.

At 20w, those lights should not be a problem at all for the XB's charging system. For comparison's sake, heated grips draw ~40w without a problem.
 
think of it in these terms and do the conversion to simplify the math:
watt rating divided by volts = amp rating. your buell is 12 volt system and if an accessory or component is said to use 36 watts of power it is using 3 amps. with that in mind your stock charging system produces an "optimistic" approx. 41 amps. the bike consumes approx. 18 amps going down the road in normal cruise mode with one headlight illuminated. in mathematical theory you can consume another 23 amps with gizmos and battery will remain fully charged. having said that the 23 amp # is stretching the envelope and hard on the charging system.
