Threads may be too long or slightly damaged. Carefully tap the threads in until you feel resistance with the correct size tap until you clean them out. Then grind/cut some threads off until the bolt goes in normally and tightens without holding your shift lever.
 
Sounds like the harder bolt may have damaged the weak aluminum primary cover.

You probably need to tap the hole to correct the damaged area like Steve.
 
don't go crazy or you'll have the primary stripped, it's easy to do with a wrench on that steel fastener, I also vote you clean the threads with a corresponding tap, but that bolt should come tight before crushing the rubber bushing anyway, it's meant to serve as a pivot point.
 
Keep in mind that hole does not go all the way through the primary. If you get anything in the hole, liquid, loctite, or otherwise, your bolt won't go all the way in. Try just blowing the hole out with compressed air before you go too crazy with a tap and die.
