Fuel delivery problem and I am clueless

Hello everyone I originally posted this yesterday in the wrong area, but I did get a reply (Thank You)
I just got a 05 (thought it was 06) xb12r
I rode it three years ago it ran great! It was not ridden since(yes there was gas in it).
I put a new rear tire on it and a new battery .
turns on all the lights work dash etc. starter turns over fine. I can make it run on ether thru the top or a very little gas. I dumped the old fuel out. It was horrible. I pour in some fresh gas no start. Pulled out the fuel pump but could not pull it all the way out because of swing arm. everything did look ok.
sstill no start. I went home and started original thread. I was sent a video of a buell being started and realized the feul pump does not make a sound when I turn the key on. I went back to the bike today and checked the fuses they where all good . I was looking at the wiring and saw that two of the four had bare spots close to where wiring comes out. I took a meter and turned on ignition. The brown and yellow wire had 13.3 volts, the grey wire also had 13.3 volts. the other two were not bare any where. I dont have any kind of computer reader and I have no clue what codes are or how to get them. Any help would be appreciated

The speedo and tach cycle, is there a fuse somewhere else? I only found the block on the right at the h-bars.
 
Is there anywhere I can learn about reading codes, do I need some sort of computer? If there is power to the Fuel pump, wouldnt the pump just be bad?
 
Hey well we are narrowing it down haha. On the firebolt there is 2 fuse boxes left and right of the gauge cluster pull all and check them. Then if that doesn't help i would start looking for a loose/bad or corroded connection. Iv never had a issue with my fuel pump besides one time a friends got hot and tripped the fuse.
 
thanks NewYorkBuell, the box on the left has three relays, which I didnt check and the right side has fuses and a diode which I did check. I did not check the relays because evrything else is working and I assumed those relays effected more than just the fuel pump.

Last night on my home I stopped off to do the jumper.
the codes I recieved are as follows:
32(rear fuel injector)
21(?????)
16(battery voltage)
23(front fuel injector)
I really thought It would be a fuel Pump code.
The Battery is Brand new and correctly set up.
I am guessing the Injectors are clogged, since it has sat for 3 years.Would the clogged injectors keep the pump from going thru its cycle to pressurize when you turn the key on?
Does anyone know what a 21 code is???
Any help or funny comments would be appreciated!
 
So I figured out by reading other threads I needed to buy a cale and download ecm spy.
I got it loaded today and ran it.
this is what it showed:

I ran diagnostics
cps signal reads 5
checked fuel pump and noise came from tank like a bubling noise then it stopped
checked front injector and rear injector clicking noises came from both
checked active muffler and thcable went back and forth

I reread trouble codes and it told me none present
I did this several times unpluging turning m/c off etc. Could not bring up new codes but the fuel pump does not cycle up when ignition is turned on.
Any Ideas??
