I needed to go to the evil empire, and happened to see this and scratched my head. For $9...it was worth a try. Screw the $50+ bag options.
Protege Accessory Daypack. (not waterproof that I know of, I'll get over it)
It has regular backpack cushioned straps, they're just wrapped around the underseat hooks. It also has a loop on the end, and short plastic clips on the sides if you wanted to secure it a different way.
