Warning. By using this method you may remove the finish from your wheels. My wheels are heavily oxidized and I tried this and found luck as my last resort. I have had great results.
Supplies needed:
Green Scrotch-brite pads
WD-40
Your choice of wheel polish
Terry Cloths/Rags/Microfiber whichever you prefer
Polishing cone(Optional you can use good ole elbow grease it just takes longer)
Step 1:
Pick the area of wheel that you want to begin cleaning.

Step 2:
Tear a small piece of scotch-brite and soak it with WD-40
[/img]
Step 3:
Begin to rub generously on the Heavily Oxidized area. make sure the scotch-brite pad is lubricated at all times. While you are doing this you wheel want to go in the direction the wheel spins. The pad will scratch the surface, but do not worry it will buff out. You just have to go in the same direction to make it uniform.

Step 4:
Wipe the black residue from the wheel that was created from the previous step. if you notice that all the oxidiation was not removed repeat step 3 until it is complete.

Step 5:
Inspect the rim for cleaniliness and uniform scratches. You will end up with a dull finish as seen below.

Step 6:
Now its time for polish. I am using a jeweler's rouge that I have found to get the job done.

Step 7: If using the polishing cone apply the polish to the cone.
[/img]
Step 8: Smear the polish on the portion of the wheel to be polished. This keeps it from slinging everywhere when you turn the drill on.

Step 9:
Engage the drill and polish the wheel. The longer you spend on this step the better the shine.

Step 10:
Wipe the black residue that was created when polishing.

Step 11: Enjoy

Hope this helps someone out. And yes I was only cleaning the lip pf the wheel at this time. This same process workes on the inside of the wheel too, but you dont have to worry about scratching it up.
