That bike looks great it will be worth the hassle when you get it fixed. Those tires look good from the pic were they dry rotted?

Just installed those same tires on my bike (XB9SX, looks similar to yours). Used dynabeads to balance them. Really like them a lot.

I wish I had the money to have a shop take mi bike a part and repaint everything and assemble it all, so I can have a show room looking bike like that.
