Pretty sure that bike was in a front end collision. You should ask the seller some "how" and "why" questions about the front end. The number plate looks like it's just been thrown on there. However, I can't see the fuse boxes anywhere. XB12r models have the fuse boxes up front, pretty much on the fork legs in between the top triple and lower fork brace.
See if you can get some background info on the bike.
If you can't get any info from the seller, see if the seller will meet you at a local dealer. Research what dealer you want that to be and prearrange for that dealer to go over the bike for you. It will probably cost you an hour of labor, usually $90, but at least you won't have to have cash in hand and you'll have an "expert" analysis of what the bike is worth. And you might get a better idea of what the bike has actually been through.
If the seller refuses, you know that fool is hidding something.
On a side note; that bike is not worth $4800
There are much cleaner examples out there for that price.
