they really dont care in D/FW either, unless you are drawing attention to yourself. Who cares if its legal or not anyway? We drive well above the speed limit, put parts on our bike that are not "street-legal", and we cut through traffic like butter. If I have the plate on the bike...its good to me no matter where it is. If you seriously want to stop me for the sole purpose of saying, "your plate is about a foot away from where it should be", go right ahead. Can you read it? great get off my back.
Most equipment laws state that the plate has to be the furthest thing on the rear of the bike, because that's how they come from the factory. If fender eliminators were legal, all bikes would come with them.
Anyways, they arent too hard to make. Try doing that cause I haven't seen any company making them for the Buellers.
