I think it's there to show cagers where the "safety barrier" is while you're riding to keep them off of you.

and this is why I said for BICYCLES because I'm sure the lights only work at certain rates of speeds for them to properly make an connection with the surface ground. But I could be wrong

If you did it on a streetbike in some areas you'd probably get popped for under carriage lights which are illegal in alot of cities.
