Might be a dumb question about clutch adjustment

When I went to adjust my clutch the first time, I had the rear wheel off the ground. Before adjusting the clutch I had it in neutral and started it up. The wheel started spinning.

I thought that was wrong so I adjusted it so it wouldn't spin in neutral.

Which way is right?
