Milky Primary Oil???

I just changed my primary oil this past weekend. The oil was milky with a coating of "white sludge" over the inspection cover and other areas. I think this usually means water in the oil, but was wondering what others think.

Is this a common problem? If so, what would/could be the cause?

I would appreciate anyone's feedback.
 
I know it can get in through the clutch cable by slipping in through the clutch cable adjustment boot. Some put grease around the boot openings next to the cable to help keep water out. (My boot had a litte water in it last time I adjusted the clutch lever.) And if you do a lot of cold weather riding, it'll cause some condensation also.
