My new 2001 X1 starts slow.

I recently bought a 2001 Buell X1, and it is pretty darned awesome, but the only thing I have an issue with is it doesn't always start right up. Is there a certain way your supposed to start it? With my carb bike I just pull the choke and throttle a couple times and thats it.
The only other thing I have to fix is the replacing all the front controls and headlight, the previous owner wanted a crotch rocket stance and set this one up for it.
Last question. What is under the rear tail on a stock X1? Mine has a flat aluminum piece riveted to it.

For a usual start up procedure, start the bike, finish putting your gear on helmet, gloves about a minute in decent weather, ride easy for the 1st minute or 2 then she be all warmed up.

As far as what's the stock undertail was, it was open, the original rear wheel hugger had the license plate on it, so when that came off he must have placed the aluminum for debris protection for the oil tank/electronics in that area.
