New to buell hard to start/weird exhaust noise

Well first off my names Jordan, just added a 2003 xb9r to my collection of Harley's, I don't kow much about buells yet except this machine can turn real well! But I have a few issues, I think the bike was modded at some point before I got it, the collector bolts came loose on day 2 of me owning it, and it came with a disk of tunes and a spy cable. It has a rough time starting with out giving it a little throttle , very low power in the 2k-4k range and 4k-4800 range it still doesn't wake up but the exhaust note changes under any throttle position and at about 5k it scoots right along. Any ideas?
 
You're right. It shouldn't behave like that. Should be steady from 2500 up (torquey below that) and running best above 4100. It likes 5500.

Suggest basic tuning review: plugs, K&N filter, timing.

Problem bits are throttle body to head joint allowing air; plug cables wearing on cylinder head.
 
Put it on the "race tune" today still pops out when I let off and a slightly better starting. Adjusted the suspension to my weight for a baseline. Seems to be better. I however could not find the 3ed adjuster for the rear, any pointers?
 
3rd adjuster? Compression is in the remote reservoir, rebound on the lower part of the shock body. Preload is adjusted via the threaded rings on the body, above the spring...
 
Also changed pulgs today the old ones didn't seem bad, but the filter was nasty. So in ordering a k&n, what pipes are best for the money
