Primary chain tension causing missed gear??

So I found a Blast that I am thinking about buying for my wife, but the guy says he unscrewed the wrong bolt when changing the primary oil on the bike and it won't shift into 5th gear now.

I assume if the Blast is like my XB he is talking about the primary chain tension bolt. If he screwed up the adjustment on it, would that cause the bike to not hit 5th? Is there anything else that I should look for as a culprit to the problem before I pick up the bike??

You can just bring the tools to tighten it before you take it for a ride. But yes, a loose primary will make shifting difficult, and I don't doubt that with it loose enough you won't be able to get 5th
