Primary Cover Assembly. Please Help!

So I had to remove the primary cover to fix some stripped threads from the previous owner. While it was off, I also had it powder coated. Unfortunetly, I took it apart two months ago and have been traveling for work in that time. I am now trying to re-assemble the cover but am stumped by a small rubber bushing. I believe it goes on the shifter rod because it fits the diameter perfectly. However, I do not know if it goes on the inside of the case or the outside. I would think inside but the cover does not want to sit flush with the case. The rubber bushing is about 1/4" thick.

Any help guys?
 
one is a bushing...the other is a seal. bushing on inside as #13 in schematic.....seal on o utside as #11 in schematic. you'll have to determine on your own which part you are referring to then install as per schematic. the primary cover will not sit flush against the case assembly if the mating surface of the cover has been powder-coated. the coating must be removed.0000179_03-10-buell-xb-series-00-09-buell-p3-blast-series-oem-buell-clutch-inspection-cover-gask.jpg
