what is this small filter for???

and how can i remove those spots on the frame?

No maintenance needed at all--someone modded your crankcase breather so that it vents through there rather than back into the air box. It's something a lot of us do...
 
The filter should be changed/cleaned periodically as it will get blocked up with oil.
 
I'm not even sure that that is a resuable filter. It might deteriorate when cleaned. I know on mine I bought an airaid one and it is cleanable. You can use the K&N type cleaner on a reusable one, or dish soap/water.

I actually plan to just remove the filter on mine and run the breather line to under the bike and let it drip. That way there's no maintenance and no crankcase pressure buildup.
 
is that filter stock shape? or maybe previous owner did as a aftermarket things?

THAT IS NOT A STOCK ANYTHING... It is a "modification to a crank case breather system" that was performed by a former owner of that bike...

not a good idea, you will then have an oily film all over the underside of your bike and on the rear tire.

There's nothing wrong with it. If you think 3 drops of oil MAYBE hitting the rear tire in 100 miles is a concern.....well good luck with that. It won't get the underside of the bike oily either. The filter I have on it now gets the bike very oily all over the front and side where the filter vents. With it dripping out straight down and no filter it won't.

Guess it depends on where you have the vent draining and where/how you ride. I had an oily film all over the bottom of my swing arm and on my rear rim. It doesn't just drain oil, if you have a catch can there will be oily condesation in it. The way I have my re-breather setup, the only time I have any residue from the filter is if I don't clean it every few thousand miles.
 
Here is an example of one setup with a catch can, there are a ton of different ways this has been done!
